Paul Banks worked for the Jefferson County Colorado HB 1041 Coordinator in the late 70's and early 80's. Mr. Banks developed several 1041-related regulations including geologic hazard and floodplain overlay zone districts. Also, he represented the County Commissioners in matters related to the Two Forks Dam and Reservoir and the closure of the Rocky Flats Nuclear Weapons Plant (included review and comment on the Environmental Impact Statements).
Paul Banks & Associates served as consultants to the Pueblo County Commissioners and Planning Department in the review and comment on Colorado Springs Utilities' 10,000 page 1041 application for the Southern Delivery System (SDS), a $1.1 Billion pipeline from Pueblo Reservoir to Colorado Springs.
Addtionally, Paul Banks and Associates has provided regulatory and technical guidance to Alamosa County and Huerfano County Commissioners on several 1041 applications. These projects included application completeness reviews through public hearings for solar energy and wind energy farms.
